Where to file a complaint
If your landlord is harassing you, ignoring repairs, or acting illegally — or a real estate licensee has defrauded you — these agencies take reports and can investigate. Keep a written log of every incident, and save texts, emails, and photos.
LA Housing Department (LAHD)
File complaints about habitability and unsafe conditions, rent stabilization (RSO) violations, illegal rent increases, and failure to make repairs.
TAHO — Tenant Anti-Harassment Ordinance
LA City law covering 18 types of landlord harassment: lost services, refused repairs, improper entry, buyout pressure, retaliation. File the complaint with LAHD; penalties can reach $10,000 per violation, with treble damages for elderly and disabled tenants.
CA Dept. of Real Estate (DRE)
File a complaint against a real estate broker or salesperson for fraud or misleading conduct (Form RE 519). The DRE can suspend or revoke licenses. Verify a license before you deal with anyone.

Councilmember Hugo Soto-Martínez
The only renter on the Los Angeles City Council and author of the largest package of tenant protections in a generation. His office actively organizes tenants who’ve received eviction notices and maintains a dedicated resource hub for renters.
